City Overview

With a few exceptions, such as F&B franchises in Siem Reap, international retail presence in Cambodia is limited to the capital city, Phnom Penh. Until comparatively recently modern quality, full-scale shopping centre space could not be found in the city, with the June 2014 opening of Aeon Mall international standard retail environment appeared for the first time. As a result of a relatively straight forward and outward looking legislative environment, increasing purchasing power and demand as well as growing tourism sector the first wave of international retail, F&B and entertainment brands have emerged in the market.

However, retail in Phnom Penh is still dominated by traditional markets, shop houses and non-organized smaller centres operated by local developers. Due to lack of consistent tenant mix, high rate of vacancy and tenant turnover, uncontrolled retail activity, poor presentation and in general unprofessional retail centre management, these local malls do not often operate successfully. With new competitors in the market, some shopping centers have faced increasing challenges and have to be more innovative to compete in the market. In 2016, Sorya Shopping Center embarked upon a major renovation and is expected to relaunch as "Sorya Center Point" by Q2 2017. Further refurbishment of 1990's and 2000's era centres is expected moving forward, especially if "Sorya Center Point's" repositioning proves a success.  

F&B is concentrated on tourist areas (Riverside) and expat communities (Chamkarmon District), as well as up and coming districts such as Toul Kork. Parkson Malaysia has announced it plans to open 2 malls, in addition to a second shopping mall by AEON, an 8,000sq.m retail podium by Hongkong Land, and a number of further retail podiums within mixed use developments including Oxley Worldbridge's "The Bridge". Eden garden launched in Q2 2018 adding an additional 21,560 square-metre of the net leasable area to the retail market. Midtown community mall will hit the market by the end of the year while the Park community mall’s vacancy rate is at small. Many more retail developments will hit the market by 2019 and 2020. These new developments will provide opportunity to retailers for expansion and act to attract further new entrants to the market.
